Judge grants bail in Athens transgender murder case

A Western Judicial Circuit judge this week granted bail to a 21-year-old transgender person who authorities say shot and killed a member of a rival transgender group in June at an Athens apartment complex . Rayquann Deonte Jernigan , 17, who was known to friends by the chosen name of Ava Le’Ray Barrin, was killed June 25 by a single gunshot allegedly fired by 21-year-old Jalen Breon Brown in the parking lot of Riverview Apartments on College Avenue, according to police. Police said the shooting occurred due to a feud between two groups of transgender people. Brown’s defense attorney Edward Brumby said his client was granted a $100,000 bond because he had no serious felonies and was not considered to be a flight risk. While free on bond, Brown must remain under house arrest and wear an ankle bracelet, according to bond restrictions imposed Monday by an Athens- Clarke County Magistrate Court judge . Riverview Lofts apartment complex receives site plan approval

In a split vote, the Riverhead Town Board approved both the site plan and the special permit application for Georgica Green Ventures’ proposed 116-unit mixed-use apartment complex Tuesday night . The board also approved an environmental study submitted by the applicant and stated that the project will have “no significant adverse environmental impacts .” The vote was three in favor, one opposed and one abstaining. Councilman Tim Hubbard cast the no vote, and Councilwoman Jodi Giglio abstained . “There’s a lot of issues with this project that I’m concerned about,” Mr. Hubbard said, citing parking, a proposed 30- year Industrial Development Agency tax abatement , and the impact the apartments might have on school enrollment. Ms. Giglio said she asked the town ethics board for an opinion on whether she should abstain, since she is an owner of the Summerwind Square apartments downtown , and they recommended she abstain. Athens judge grants bail to suspect in transgender woman’s murder case

Jalen Breon Brown, 21, who allegedly shot and killed Atlanta transwoman Ava Le’Ray Barrin outside an Athens, Georgia, apartment complex , is out on bond. Brown, who is also transgender, was granted bail this week by a Western Judicial Circuit judge , according to the Athens Banner-Herald. According to Athens- Clarke County police , Brown shot 17-year-old Barrin at the Riverview Apartments complex on College Avenue on June 25 following a feud between two groups of transgender individuals. Defense attorney Edward Brumby said Brown was granted a $100,000 bond because there was no flight risk and no serious felonies on Brown’s record. North Ave. The meeting of Commerce and North — just east of Humboldt Ave. — is one of the busiest un-signalized intersections in the city. The number of issues presented by this important intersection convince me it merits some review and revision by the city. North Avenue is a primary east-west corridor which runs west from Lake Michigan across the entire length of the city. It is a busy street at nearly all hours and according to WISDOT, it carries over 30,000 vehicles a day. Commerce Street, meanwhile, has over the course of the last 20 years transformed from dormancy to being lined with hundreds of apartments and condominiums and many thousands of new daily users. Despite the significant amounts of development that have occurred around Commerce and North, the intersection has not been retrofitted to account for those changes.
