IDA approves tax breaks for Glen Cove apartment-retail project

Uniondale- based RXR Realty will receive more than $1.2 million in tax breaks to build a downtown Glen Cove apartment and retail project , the Glen Cove Industrial Development Agency decided Tuesday night . The IDA unanimously approved $1.24 million in mortgage and sales tax exemptions for Village Square, which, in addition to 146 apartments and 15,000 square feet in retail space, will include a 16,000-square- foot plaza deeded to the city for public events. Most Popular The board also approved 18 years of payments in lieu of taxes, or PILOTs, that will start at $183,062 for the first three years and increase 2 percent annually for 15 years. The Pleasanton City Council is set Tuesday to consider final approval of a proposed ordinance to implement stringent smoking regulations for rental apartments across the city. On track to take effect early next year, the new restrictions would include banning smoking inside individual units , on balconies and patios, in all indoor and outdoor common areas and within 25 feet of those locations at apartment complexes under single ownership with two or more leased units. The council gave unanimous support to the proposed ordinance during a first reading in June, but asked city staff to do more research on how to handle medical marijuana before giving final approval . Christine Dunn Journal Staff Writer ChristineMDunn PROVIDENCE, R.I. — Commerce Secretary Stefan Pryor on Thursday morning lauded a vote by the Rhode Island Housing Board of Commissioners to approve final financing for the Lippitt Mill Apartments development in West Warwick. The mill, the second-oldest in Rhode Island, will be reused as 65 apartments, including 28 affordable units , Eric Shorter of Rhode Island Housing told the board. The total project cost is $15.9 million, including $2.3 million in Rebuild RI tax credits . Developer Kristopher Shaw said there will be a groundbreaking this fall, and he hopes construction will be completed by next summer. Board member Kevin Orth said that in addition to providing needed mixed - income housing , the project includes the preservation of a site with "historical and cultural significance," and it will also accomplish environmental remediation of the property. These days it's a bohemian mix of variety stores, op shops, halal butchers and Lebanese bakeries. Take a side street to the west, however, and a different picture emerges. Sandwiched between Sydney Road and the Upfield train line is an area undergoing rapid and widespread transformation. Light industry is fast being replaced by mid- rise apartment buildings , their inhabitants attracted by the short commute into town and cheaper prices than in the city's south-east. The quality of these units is, on the whole, depressingly bad; think poor ventilation and bedrooms that "borrow" natural light (a weasel word for being dark and windowless). The occasional jazzy façade tries feebly to make up for otherwise cheap construction amid a chorus of greys. At ground level, carpark roller doors alternate with mean pocket garden...
