The $120,000 investment through the city's tax increment financing rental rehab program would include private investment of more than $154,000. Chuck Bevelheimer, director of planning and development, told the TIF Rental Rehab Committee on Wednesday night that he believed the program was making a difference downtown. "When you get into renovation projects, you're always getting into something that is unknown," Bevelheimer said. "Without this program, I don't think you would be seeing the investment right now." People looking to move to the country, such as exchange students or those traveling to the U.S. on work visas, are frequent targets of these scams, making Cambridge’s transient university populations particularly vulnerable. “There’s certainly a steady diet of these crimes,” said Jeremy Warnick, director of communications for the Cambridge Police Department . “Unfortunately, they are very difficult to investigate.” Warnick said part of the problem is that it can be difficult to figure out the location of a website or the origin of an email in order to identify a suspect. “The crimes are difficult to investigate as fraud over the Internet does not need a physical location, nor personnel, nor phones,” he said. “Internet fraud is disjointed, and spread ...
