A developer proposing an apartment building with a mix of market-rate and affordable units just east of Redwood City’s downtown is hoping to increase the city’s housing stock by 125 units.

Though a public hearing date has not yet been confirmed for the six- and seven-story apartment building containing 15 studios and 57 one-bedroom and 53 two-bedroom apartments at 353 Main St., Alex Sanchez, executive vice president at ROEM Corporation, the developer, said plans for the building are ready for public comment after a year of preliminary work with city staff.

“I think we’re ready to take this to public for a hearing,” he said. “Our initial submittal is basically a starting point.”

Expected to occupy a lot where one-story office buildings currently stand next to a four-story luxury apartment complex, the building would border Redwood Creek on its southern end. Sanchez said 19 units would be affordable at very low, low and moderate incomes in compliance with the city’s policy that requires developers to designate at least 15 percent of the total units in a project as affordable or pay fees.

Resting on a two-story, above-ground parking lot with 182 spaces, the building is slated to go up to six stories on its Main Street-facing side and increase to seven stories and widen toward the creek-facing side of the lot, currently occupied by a parking lot, according to project plans.

Sanchez said a 40-foot setback from the creek would make space for a publicly accessible promenade. Plans indicate the path would connect with an existing trail along the creek, which separates buildings along Main Street east of Veterans Boulevard from a shopping mall containing a Kohl’s and Big 5 Sporting Goods stores.

According to Sanchez, the offices currently standing at 353 Main St. and 363 Main St. will be purchased and demolished. Pending the plan’s approval, he doesn’t expect construction to begin on the site until 2019 at the earliest. With 40 years of experience building market-rate and affordable housing, ROEM Corporation has an estimated 1,000 units under construction in San Jose and Mountain View, said Sanchez. He said he is looking to future meetings and public comment to inform the plans as they develop.

“I expect that we’re going to have a pretty good discussion during those meetings,” he said.
